The crux of the matter with the goalkeeper's disability

Unlike in football, video review has been a part of ice hockey for many decades. Back in 1997, at a World Championship, the refereeing team had the opportunity for the first time to check whether a puck had fully crossed the goal line. With the increasingly detailed rulebook, the number of situations in which officials could initiate a video review also increased. However, it wasn't until 2022 that the so-called Coaches' Challenge was introduced at a World Championship.

This revolutionized the role of the video coach, who now has to scrutinize every controversial play and, if a challenge seems likely, notify the bench within seconds. The intention to challenge is then relayed to the referees, with the reason clearly stated. Each team has unlimited challenges but can only review one play per stoppage. If the on-ice decision is not overturned, a minor bench penalty is imposed. A second unsuccessful challenge results in a four-minute penalty for the offending team. This last point distinguishes the World Championship from the ICE Hockey League (ICEHL), where unsuccessful challenges have no consequences.

Italy is left behind The situations in which a coach's challenge is permitted are strictly regulated. A possible offside, a missed whistle, a high stick, and time-wasting allow for a review. However, the most frequent reason is goalkeeper interference. This offense is quite comparable to handball in football. Despite the rulebook, there is no clear line; the referee's interpretation is crucial. After a disallowed goal, the attacking team may argue that the striker did not initiate contact with the goalkeeper, was pushed into the penalty area by an opponent, or that his presence in the penalty area had no bearing on the goalkeeper's ability to make the save. Conversely, the defending team may argue that the goalkeeper was obstructed if a goal is allowed.

Italy has already experienced both ends of the ice at the World Championships in Fribourg – and has always come up short. In their opening game against Canada, Phil Pietroniro's goal to make it 1-4 was disallowed because Matt Bradley was penalized for goaltender interference. The HC Bern player was rammed into Cam Talbot by Parker Wotherspoon. According to the rulebook, it was a clear case. Italy's video coaches, Diego Scandella and Janne Hietaniemi, had the play reviewed, but the officials upheld their decision. As a consequence, the Azzurri received a penalty, during which Canada scored their fifth goal to make it 0-5.

A clearer line is needed. On Wednesday, the second chapter of this saga unfolded in the 1-3 defeat against the Czech Republic: During Marek Alscher's equalizer to make it 1-1, Gregorio Gios pushed Daniel Vozenilek into Damian Clara, leaving him no chance to make a save. This time, however, the referees awarded a goal, even though the incident was identical to Bradley's. To avoid a penalty, Italy opted not to review the play.

To suspect a conspiracy against the already outmatched Azzurri would be an exaggeration. However, one thing is certain: the rules defining goalkeeper obstruction allow for too much room for interpretation, inevitably leading to such situations.
