Fire in Rio: residential containers without a building permit

The most recent building plan, from April 2018, shows the area used as living quarters for the junior teams as only a parking lot. There was a complete lack of approval from the fire department with the necessary fire safety measures.

According to the city government, “a process that determines who is responsible” is now being set in motion. The club had already been reported around 30 times due to a lack of licenses, and the training ground was subsequently closed for a short time in October 2017, but after that Flamengo was able to operate freely again on the ground in Vargem Grande on the far western edge of Rio.

Despite investing millions in the training camp, which is also used by the professional team, to accommodate the offspring, some of whom come from abroad, Flamengo rented a total of nine containers as a cheap option, which were equipped with air conditioning by the club itself. One of them caught fire early Friday morning.

Short circuit as a cause of fire? The flames surprised the youth footballers who remained asleep after training was canceled for the rest of the week due to the storm over Rio on Wednesday. Most of the victims, aged between 14 and 16, did not even wake up because of the heavy smoke, which made it difficult to identify the bodies, which were then burned almost beyond recognition.

In addition to the ten deaths, the club also reported three injuries, one of whom is still in mortal danger due to severe burns. According to Flamengo, at least 13 young people were able to save themselves before the flaming inferno broke out in just a few minutes after a suspected short circuit in the fan of a living container.
