"The signal that there was no adequate law enforcement is a bad one because it suggests that such things can happen again and that such things will not be punished," said Robert Claus, an expert on right-wing extremism in sports. The presence of German hooligans at the World Cup finals in Russia (June 14th to July 15th) is likely. In Germany, the public prosecutor's office in Düsseldorf is responsible for identifying German football offenders abroad. The special department was founded after the 1998 World Cup in France, where German hooligans seriously injured French police officer Daniel Nivel.
