On Wednesday, the Bremen Higher Administrative Court declared the state of Bremen's fee notices to be fundamentally legal and thus overturned a lower court ruling. The DFL announced on Wednesday that it would appeal to the Federal Administrative Court in Leipzig. DFL President Reinhard Rauball said: "From the DFL's perspective, the legal assessment of the Higher Administrative Court is, with all due respect, incorrect. The DFL will therefore appeal against the judgment." Football is not a cause of violence, and a mere redistribution of costs does not lead to the necessary reduction in police operations. It is still incomprehensible to us that football is important for ensuring public safety, which is a core task of the state and the general public should be responsible". Bremen's Interior Senator Ulrich Mäurer (SPD) described the decision as a "significant stage victory" and a success "on the whole. All of the DFL's arguments are invalid. It is unacceptable that some earn millions in professional football and that taxpayers are overcharged with immense police costs ". The Interior Minister of Rhineland-Palatinate, Roger Lewentz, added: "The increasing economic power of professional clubs and the German Football League means that clubs and the DFL should share in the costs of high-risk games." BVB boss Hans-Joachim Watzke had little understanding of the decision. "I hope that this will not only apply to football, but that all other folk festivals and all other activities will also be charged proportionately with costs. I believe that the last word has not yet been spoken," said the managing director of Borussia Dortmund . The court had previously justified its decision by saying that football games were also economically successful because they were secured by the police. "The games in Bremen with the city's right to reimbursement of costs were all sold out in advance. The Higher Administrative Court's argument that the police contribute to economic success is therefore absurd," said DFB President Reinhard Grindel, supporting the DFL's argument: "It remains a task of the state to ensure public safety and order. Football is not a disruptor. Disruptors are violent criminals who exploit football's platform. The fight against violence must not be privatized and commercialized, but is the task of the police." In the first instance, the Bremen Administrative Court upheld the DFL's lawsuit on May 17, 2017 and annulled the Bremen fee decision from 2015 as unlawful. Specifically, Bremen is about Hamburger SV's guest game in Bremen on April 19, 2015. At that time, there was a mass brawl between 50 to 60 Hamburg residents and 120 Bremen chaotics, with several injuries and significant property damage. According to the police, 969 officers were on duty who worked 9537 hours. During a normal Bundesliga game, there are around 200 to 250 police officers on site at the Weser Stadium. After the HSV game, the city sent a fee notice for 425.718,11 euros to the DFL. Five other games were also disputed. The costs claimed now amount to almost two million euros.
