FIFA penalties: Swiss and Serbs get off lightly

The world football association FIFA has reacted to the incidents surrounding the highly explosive World Cup game between Switzerland and Serbia (2-1) with unexpectedly mild penalties. The disciplinary committee only issued fines and warnings.
