Neuer is only allowed to go to Russia as number one

Manuel Neuer is only going to the World Cup in Russia as the starting goalkeeper. This was explained by national coach Joachim Löw in an interview with the ARD Sportschau at the German national football team's World Cup training camp in Eppan.
