Rules of the World Cup: Three innovations in the foreground

Video evidence, the possibility of a fourth substitution in extra time in knockout round games and the permission for direct communication between the coaching bench and the stands are new. These modifications were decided by the International Football Association Board (IFAB) in the spring.

The most important rules at a glance: video evidence : The rules for the intervention of the video assistant are the same as in the past Bundesliga season. However, the whole thing should be more transparent than in Germany. No questions should be left unanswered for spectators inside and outside the stadiums. Replays and graphics will be shown on the scoreboards. In addition, the relevant information from the conversations between referees and video assistants should be passed on to the TV and radio commentators. There should also be explanations on the FIFA website. The referee teams are formed based on language skills. The so-called “Video Operations Room” in Moscow is lavishly staffed. In addition to the video assistant, another referee and another assistant will be deployed in the studio per game, the latter specifically for assessing offside situations. This trio is also supported by a so-called “support” – an official who watches the game on television and can intervene if necessary.

Fourth substitution: After two years of testing - including in the DFB Cup - the IFAB has given the green light for the possibility of the fourth substitution in extra time in games in the knockout rounds. According to the IFAB, the test phase was "successful."

Communication between the coaching bench and the stands: According to the rules, "small, portable electrical or communication devices may be used in the technical zone provided this is for tactical or coaching purposes or for the welfare of the players." For the German team, assistant coach Marcus Sorg will pass on information from the stands to second assistant Thomas Schneider on the bench.

Teams: The starting eleven must be communicated to FIFA 85 minutes before kick-off. A maximum of 23 people (11 officials and 12 reservists) may sit on the substitutes' bench. A player from the 23-man squad can be replaced up to 24 hours before his team's first World Cup game if he is unavailable due to injury.

Group phase rules: The first two teams in the eight groups qualify for the round of 16. The placement in the groups is in the following order: 1. Number of points from all group games. 2. Goal difference from all group games. 3. Number of goals scored in all group games. If two or more teams perform equally based on the three criteria mentioned, their placement will be determined according to the following criteria: 4. Number of points from the direct encounters between the teams with the same points in the group games. 5. Goal difference from the direct encounters between the teams with the same points in the group games. 6. Number of goals scored in the direct encounters between the teams with the same points in the group games. 7. Fair play rating, determined based on the number of yellow and red cards in all group games. 8. Drawing lots.

Rules for the knockout round: If a game is tied after regular time, the game will be extended twice by 15 minutes. If there is still no winner, it goes to a penalty shootout. The schedule ensures that teams from the same group can only meet again in the final.

Lock out: Yellow cards from qualifying will be cancelled. Bans following red cards remain valid. After two yellow cards from two different games, a ban for the next game follows. A yellow-red card results in a game ban. A red card is punishable by at least one game ban. The FIFA Disciplinary Committee decides on the length of the suspension. Individual yellow cards will be canceled after the quarter-finals. This means that no player can be banned from the final due to the second yellow card.

Prize Money: FIFA has increased the prize money by twelve percent compared to the 2014 World Cup. A total of 400 million dollars (343 million euros) will be distributed. The world champion receives $38 million, the finalist $28 million. The third gets $25 million, the fourth gets $22 million. The quarterfinalists will receive $16 million and the round of 12 will receive $8 million. The preliminary round participants will receive $1,5 million. In addition, each World Cup starter receives $XNUMX million for preparation.
