Is amateur football on the verge of collapse?

A very specific issue is causing headaches for the country's football makers: the referees. Do they earn too little? Do they lack respect? The fact is that numerous games currently have to be canceled because there is simply no referee on site.

Why is that? What role does the financial aspect play? And most importantly: how bad is the situation really?
